TEXT:        TIME OFFSET VALUE NOT CODED OR INVALID DATA.

TYPE:        Error

REASON:      The CA MICS Network Analyzer parameter
             generation program requires that you code the
             TIME OFFSET keyword.  This message is issued if
             you do not code the TIME OFFSET keyword, or if
             the offset value is not numeric.

ACTION:      Code the TIME OFFSET keyword and a valid numeric
             value (-12 to 12).
