TEXT:        TIME OFFSET STATEMENT FOUND OUT OF ORDER.

TYPE:        Error

REASON:      The CA MICS Network Analyzer parameter
             generation program requires that you code the
             ORGSYSID statement immediately before the TIME
             OFFSET statement.  This message is issued if
             TIME OFFSET is found before a valid ORGSYSID.

ACTION:      Code the ORGSYSID statement before the TIME
             OFFSET statement.
