TEXT:        TIME OFFSET LESS THAN -12 OR GREATER THAN +12 .

TYPE:        Error

REASON:      The TIME OFFSET keyword contains a time value
             (in hours) that is used to adjust input
             timestamps.   Since the value represents
             relative hours (not military time), the value
             cannot be greater than +12 or less than -12.
             This message is issued if the value falls
             outside that range.

ACTION:      Code a value that is less than or equal to +12
             and greater than or equal to -12.
