6.2.1.4 NPM Network Gateway Accounting Collection Function

The NPM network gateway accounting function collects connect
time and traffic statistics for cross-network LU-LU sessions.
It collects this information from gateway NCP NPALUs.

NPM writes network session accounting data to the SMF Type 28
record, subtypes '60'X, '61'X, and '62'X.  CA MICS processes
each of these subtypes.
