Reason:
This message can be the result of a previous system crash or of particular failures by ICOM or CA Workload Automation SE. It can also be caused by the normal processing of CA Workload Automation SE when too many jobs are submitted at one time.
Action:
If the condition does not clear up in a few minutes, it was probably caused by failure. To resolve the problem, a reply of SUB=R (or SUB=F) should be made to ICOM's outstanding WTOR. This is only valid if submit data sets are being used. See the Systems Programming Guide for valid ICOM WTOR replies. If the condition persists, contact your installation specialist.
