Reason:
Someone replaced the QJCL for the job, but did not have the authority to submit for the USERID in the Job Owner field on the DB.1 panel.
Action:
If security access should be allowed, contact your installation security administrator to authorize the user to submit for the USERID in the Job Owner field on the DB.1 panel.
