Reason:
The Shared Tape Allocation Manager (STAM) control file is not formatted. STAM initialization aborts. If the VMTAPE CONFIG file specifies STAM AUTO, CA VM:Tape initialization also fails.
Action:
If the CMS or DISK parameter has been specified on the STAM configuration record, ask the CA VM:Tape system administrator to use the VMTSTF utility to format the control file. When the problem is corrected, start STAM again and, if necessary, start CA VM:Tape again.
