Reason:
At signon the user was assigned a SECLABEL that is not active on this system. The SECLABEL may be undefined or defined with SYSIDs but not the sysid for this sytem.
Action:
Specify another SECLABEL and signon again or define the SECLABEL so it can be used on this system.
