Reason:
You are attempting to run a utility but do not have the required access level.
Action:
The certificate utility requires READ access to the IRR.DIGTCERT.LIST resource in the FACILITY class.
When the RINGNAME parameter is specified, READ access is required to IRR.DIGTCERT.LISTRING.
If RINGNAME is specified and the USER field is CERTAUTH, CERTSITE or a user other than the current user, UPDATE access is required to IRR.DIGTCERT.LISTRING.
If the certificates are not obtained from a key ring, UPDATE access to IRR.DIGTCERT.LIST in the IBMFAC class is required to run the report.
