REASON:      Not enough data is available for the statistical
             procedures used by the modeling software.  There
             must be at least three more observations than
             the number of business elements specified on the
             MODEL control statement available for the
             requested SYSID and ZONE in the capacity
             planning database file.

ACTION:      None required.  Defer use of this forecasting
             technique until more data has been added to the
             capacity planning database file.
