Reason:

The specified program with the specified version was not found in the current SYSTEM.

Action:

Make sure you selected the proper SYSTEM and that you specified the correct program name and version. Use the DISPLAY INDEX PROGRAM command for a list of all the programs in the current SYSTEM.
