Reason:
The COMBINE utility by default assumes that used blocks in a given database are 80% full. In a COMBINE operation, the sending database's used blocks are assumed to be 80% full, thus the required block count is 80% of the used block count. Conversely, the receiving database's used block count is assumed to contain 20% free space. The free space in the receiving database is computed to be the free block count plus 20% of the used block count.
