Reason:
CA XCOM Data Transport has attempted to access the RRDS Restart File, but the file is not open. CA XCOM Data Transport will display this message when a request is being scheduled. There should be a message displayed at CA XCOM Data Transport initialization that indicates the reason why the RRDS file was not properly opened.
