Reason:
CA XCOM Data Transport has received an incoming ALLOCATE request but the TPN requested was unavailable. This usually occurs because of an error loading the program.
Action:
Ensure that the CA XCOM Data Transport load modules are in a proper STEPLIB, JOBLIB, or LINKLST library and that enough storage has been allocated for CA XCOM Data Transport to run.
