Reason:
If you brought up CA WA CA 7 Edition without initializing XSUBMIT, you cannot turn on the functionality without reinitializing the instance.
Action:
Recycle CA WA CA 7 Edition with the XSUBMIT=YES option in the XPDEF statement of the initialization file.
