Reason:
EXTRACT=NO is a parameter that indicates the user wants to start with an empty workflow and manually add jobs or data sets. Specify a JOB or JOBL keyword with this option is mutually exclusive.
Action:
Remove the JOB or JOBL keyword or specify EXTRACT=YES. Then resubmit the job or reissue the command.
