Reason:
An attempt has been made to establish a connection for a particular SCHID, when it has already been established for all SCHIDs (zero), or conversely. This is clearly a contradiction.
Action:
Verify that the existing connection is correct. If not, disconnect existing requirement then reenter the request that failed.
