Reason:
The dormant copy of CA WA CA 7 Edition determined that the main copy is not active. This WTOR indicates that the dormant copy will take over for the main copy unless a reply of STOP is received within a specified number of seconds. This WTOR is issued by SASSLINK.
Action:
