CA-7 COLD START - ALL PREVIOUS RESOURCE RECORDS DELETED

Reason:

During CA WA CA 7 Edition COLD or FORM startup, VRM deleted all active resource records. The RM.7 definitions will be retained, but the CURR IN USE counts will be cleared (set to zero).
