Reason:
An attempt was made to RUN/RUNH a job for execution from the CA Workload Automation SE JCL Library Maintenance panel with the JCL containing a USERID that the requester is not authorized to submit.
Action:
Contact your security administrator to authorize the user to submit for the USERID specified in the JCL if security access should be allowed.
