Reason:
The JCL panel does not allow a FE function for members that have a #7UNI as the first statement unless CA Workload Automation SE mixed case editor support is enabled.
Action:
Use an external editor if the JCL member must be modified (for example, TSO ISPF - not under CA Workload Automation SE).
