Reason:
An attempt was made to add or update the OWNER field for a job on the DB.1 (JOB) panel. The operator was not authorized to submit for the USERID in the OWNER field.
Action:
If security access should be allowed, authorize the operator for the USERID being added or updated in the Job Owner field.
