Reason:
CA Workload Automation SE issues this message when a RESTART command is attempted while ARF is controlling recovery for a job.
Action:
Wait until ARF recovery is complete for the job. You can use the LARFQ command to track the progress of ARF recovery for the job.
If you must issue the RESTART command prior to the completion of ARF recovery, you can issue the ARFP command to terminate ARF recovery processing for the job. After the ARFP command processing completes, you can issue the RESTART command.
