Reason:
No more tracks are available to allocate to the Scratch file, even though the number of allocated tracks has not reached the maximum specified. This condition may have arisen because of other activities in CA Workload Automation SE.
Action:
Try to run the command when CA Workload Automation SE has less activity. Alternately, shut down CA Workload Automation SE with a DMPQ, increase the space in the scratch queue, and reinitialize CA Workload Automation SE with a MOVQ startup.
