Reason:
The message indicates that errors have occurred causing Schedule Scan to end before all jobs have been brought in.
Action:
Check error messages (possibly on the Browse data set) for error that occurred during the Schedule Scan. When these errors are corrected, the next Schedule Scan will bring in any jobs that were not brought in previously. Enter SSCAN,SCAN=SCH to force Schedule Scan to run immediately rather than awaiting its next cycle.
