Reason:
After CA Workload Automation SE is in shutdown mode, the terminal that entered the /SHUTDOWN cannot enter most of the other commands. This message can also be produced if the /SHUTDOWN is entered when CA Workload Automation SE is already in the process of shutting down.
Action:
Reenter the /SHUTDOWN command or one of the other valid commands that are allowed during shutdown. If the shutdown process is in progress, do not reenter the /SHUTDOWN.
