Reason:
The command cannot be issued. Both global variables and CA-Driver are unavailable.
Action:
If the command is necessary, set GVARSUB=YES on the OPTIONS statement in the initialization file. Alternatively, insert a //CARPROC DD statement in the CA7ONL JCL. Then bring down and restart CA7ONL.
