Reason:
This message is issued when a RESTART is attempted while ARF is controlling recovery for a job.
Action:
Wait until ARF recovery is complete for the job. The LARFQ command can be used to track the progress of ARF recovery for the job.
If the RESTART must be issued prior to the completion of ARF recovery, then the ARFP command can be used to terminate ARF recovery processing for the job. After the ARFP command processing is complete, the RESTART may be issued.
