Reason:

Requirement posting (option X) was requested from the XQ, XQJ, XQM, or XQN panel, but only restart is needed. All other requirements are satisfied.

Action:

Perform the following actions:

Use option F to transfer from the XQ, XQJ, XQM, or XQN panel to the QM.4 (XRST) panel.
Perform the restart.

Note: You could also use the top line RESTART command.
