Reason:
EXTRACT=NO is a parameter that indicates the user wants to start with an empty workflow and manually add jobs or data sets. It is mutually exclusive to specify a JOB keyword with this option.
Action:
Either remove the JOB keyword or specify EXTRACT=YES. Then resubmit the job or reissue the command.
