Reason:

Action:
Make sure that the copy of CA Workload Automation SE associated with the VTAM APPL named in the CA7APPL parameter is active and that the VTAM ACB is open. Make sure that this APPL is accessible in the domain where the CA Workload Automation SE API session is running.
