Reason:
CA VM:Tape failed to re initialize the scratch pool information because the current Host Software Component (HSC) could not redefine the scratch pool tables. Apparently, CA VM:Tape was restarted, but the HSC was not.
Action:
Start the HSC again to restore scratch pool synchronization.
