Reason:
An error detected during scratch pool initialization prevented CA VM:Tape scratch pools from being activated. If the error occurs during CA VM:Tape initialization, CA VM:Tape shuts down.
Action:
Ask the CA VM:Tape system administrator to contact CA Technical Support.
