Reason:
During scratch pool initialization, CA VM:Tape found an assignment rule referencing an undefined pool. CA VM:Tape initialization fails.
Action:
Ask the CA VM:Tape system administrator to add a scratch pool definition for the undefined pool. See the Administration Guide for information on CA VM:Tape scratch pools. When the problem is corrected, resume scratch pool initialization.
