Reason:
During scratch pool initialization, either the scratch pool definition file or the scratch pool assignment file could not be read due to a permanent I/O error condition. This message is accompanied by a CMS-generated error and return code (DMSSVT120S and error code). CA VM:Tape initialization fails.
