Reason:
CA VM:Tape does not have enough virtual storage to build the scratch pool definition and assignment tables. CA VM:Tape initialization fails.
Action:
Ask the CA VM:Tape system administrator to increase the virtual memory size of the CA VM:Tape virtual service machine.
