Reason:

During initialization, CA VM:Tape could not find the VMTAPE MESSAGES file on an accessed minidisk. This file contains CA VM:Tape system messages and is required for CA VM:Tape to run. CA VM:Tape initialization fails.

Action:

Your CA VM:Tape system administrator must put a copy of the VMTAPE MESSAGES file on an accessed CA VM:Tape minidisk, then start CA VM:Tape again.
