Reason:
The VMXRPI CONFIG file contains the following record:
CPACTION * REJECT
However, there are not at least three user IDs named in records of the form:
CPACTION userid ACCEPT
If the default action is to be REJECT, then at least three user IDs at your site should be covered by special ACCEPT rules, to ensure that someone can log on in an emergency. OPERATOR, MAINT, VMANAGER, and the CA VM:Secure service virtual machine (usually VMSECURE), or their equivalents, would all be logical choices. The VMXCPG EXEC terminates without configuring your CP text files for rules support.
Action:
Remove or correct the record in error, or add specific ACCEPT records. Then run the VMXCPG EXEC again.
