Reason:
CA VM:Secure cannot remove or put the indicated manager on hold because user IDs are still assigned to this managerid. These user IDs reside on the DRCT or HOLD minidisks.
Action:
Use the CA VM:Secure ASSIGN command to put the control of the user IDs under a different manager ID.
