RESTORE and XRESTORE Commands

If authorization is granted, CA VM:Backup continues processing the restore request. If the authorization is not granted, CA VM:Backup ends the restore request and issues a message indicating VMBEXIT3 denied the authorization. If the user exit returns an invalid return code, CA VM:Backup ends the restore request and issues a message indicating a coding error in VMBEXIT3.
