Decentralized security is effected through zonal (ZCAs), divisional (VCAs) and departmental (DCAs) Security Administrators. It is not necessary to define an administrator for every department. Decentralized administrators can be defined selectively as required.
One of the advantages to designing a Security File and implementing its structure is that decentralized administrators can be assigned wherever and whenever it is appropriate. As long as your structure is well designed and ownership has been assigned along appropriate lines of corporate responsibility, creating a DCA, VCA or a ZCA at the selected level effectively decentralizes CA Top Secret security administration.
