When submitting a batch job to the CA Top Secret server machine, an additional security check will be performed at the program level. Prior to r1.3, any administrator with the BATCH facility could submit and execute ANY CA Top Secret VM utility program. Now, in addition, the submitter must also be given access to the utility through the PROGRAM resource class. This gives the installation the ability to give, for example, all administrators use of the TSSUTIL utility, but only selected individuals the ability to run TSSRECVR.
