Reason:
CA Top Secret was unable to satisfy a cross‑memory request due to insufficient EST or insufficient local storage.
Action:
If the problem is insufficient CSA, enlarge the CSA/ECSA site and IPL. (In this case, the message will be issued by multiple address spaces at the same time.)
If the problem is insufficient local storage, decrease the region size and restart the address space.
