Reason:
CA Top Secret was not able to open or access the Recovery File.
Action:
Check the TSS STC procedure to ensure that the RECFILE DD‑statement properly references the Recovery File. If recovery processing is not required, use the RECOVER(OFF) option on the START TSS Command.
