Reason:
CA SAF was not started prior to your attempt to start CA Top Secret. The installation of CA Top Secret was done incorrectly or a required library is missing from the linklist or lpalist.
Action:
Confirm that the r5.1 CAILPA library is included in the LPA list and and is not included in the linklist, and that no members from the library have been copied into a linklist library. Confirm that SYS1.LINKLIB contains the IBM version of at least one module of ICHSCDMY, ICHSEC00, or ICHSEC05. Assure that none of the IBM versions of these modules are in SYS1.LPALIB or in any LPA list library.
