Reason:

A user is attempting to open a VSAM data set by a component instead of by cluster, which is the standard VSAM access method.
The site has PRODUCTS (CA TAPE) specified in the Parameter File. A user is attempting to open a tape volume unknown to CA Tape, and does not have ABSTRACT (VCITAPE) or ABSTRACT (CA Tape) authority.
