Reason:
An attempt was made to access a specially protected data set by using a program that was not authorized (via TSS PERMIT PRIVPGM), or the program was not loaded from the library indicated by the LIBRARY parameter on the permit. A PRIVPGM can be in a library that is linklisted as well as specified by the LIB parameter.
