Reason:
TSSMSI00 was unable to NOOP the RACF SVCs. This is performed to allow the opening of data sets with the DSCB‑1 RACF bit set prior to starting CA Top Secret.
Action:
Check for other messages. Unless System 913‑38 abends occur prior to the start of CA Top Secret, no IPL will be required to correct the problem.
