Reason:
An TYPE=USER ACID attempted to alter a MULTIPW facility-password but the facility specified does not have a password and is covered by the ALL-facility password. Only an administrator has permission to create a new facility specific password where none previously existed
Action:
Consult with your local administrator to make arrangements to create a facility-specific password. Otherwise, alter the ALL-facility password to make changes to the password for the specified facility.
