Reason:
An attempt was made to ADD a resource to an ACID. This message resulted because another ACID already owns the resource at a generically higher level (a shorter prefix).
Action:
To grant access to the resource, use the “PERMIT” function. To transfer ownership, use the “ADDTO” function with the UNDERCUT parameter. The resource prefix must be at least as generically high as the prefix that is currently owned.
